Disabling the file IO for download = faster unrar. For some people it's the fastest way to download when things tend to back up. It doesn't actually stop the download, it stops the download from writing to disk, meaning it'll download until the cache runs out, then stall awaiting the repair and/or unrar to complete.
I'm unlikely to implement anything like you're suggesting. It's just way too complicated and probably nearly impossible to trouble-shoot.
