After being a loyal VM customer for 6 years i finally quit to join BT Infinity.
I put up with low speeds, high ping, 3 total repulls to my house and 11 engineer visits to my property in one year (2011) to solve problems that they lied about which were down to over utilisation on their network.
The final nail in the coffin for me was the implemented traffic shapping that they brought into effect last April of 2012. Yes VM offer upto 120mb speeds but you can only use those speeds for a pitifully short amount of time everyday before the restrictions kick in. This coupled with all the P2P and newsgroup throttling makes having those high speeds rather pointless in my opinion.
After moving to BT Infinity I get 50MB down with 16 up (should be 75 down,20 up) but I am more than happy with these speeds as I get NO jitter, low ping (5ms) and absolutely NO throttling at any time of the day or night for P2P or newsgroups meaning that I can fully utilise the bandwidth day and night and not just when VM dictates you can use what you pay for.
Virgin Media will not help you in regards to newsgroups as they do not officially support newsgroups in any form, even though they offer free newsgroups to their customers (crap but free lol)
So in answer to your question, yes you can solve this by moving ISP as you will never get unrestricted use with VM.
