You can turn up the retries but, what it actually means is that the downloads aren't finishing.
Add one set to the download list, click the + icon and watch it download. See what happens. See if you see errors in the logging tab.
Had a user recently report that when he runs max connections his downloads fail but, if he runs fewer, say 10 connections they don't. Might be worth cutting back on your connections to the server and see if that changes anything.
