Might want to watch crossover/wine logging and see if you see any errors when the unrar fails. Typically when Newsbin unrars, it generates a temp folder, unrars there and then moves the file to the proper folder (with renaming). If any part of that fails, it declares and error and starts downloading PARS. That's pretty much what your symptoms point to.
