How to simply download .RARs and .PAR2s but no decoding?

does it actually re-download the corrupted files automatically? AND only use/download the PAR2 files it needs?

It doesn't re-download. Sort of defeats the whole purpose of using PAR files. It does only download the pars it needs though in an emergency when a repair or unrar fails, it'll download them all.

The first NZB I downloaded had only RAR files (PAR2s came with NZB file) and they were downloaded to the Download folder immediately, exactly as I hoped for. The second one came with RARs and PAR2s but only started adding the files to the folder after the download was done; HDD was reading and writing for first 15min, then writing for last 5 min. I clicked "Assemble Incompletes" because it wasn't leaving the download list but I'm not sure if it had started assembling anyway. Should I have clicked that? Did it even do anything in this case? Anyway, the files are there now.

Sounds like they were incomplete, Newsbin gave them a couple retries then started assembling the incomplete files. When you have a bunch of incomplete files, the assembly process can be relatively intense because the processing that's normally spread out over the entire download is backloaded to when the files are assembled.
