If you have 2 data lines coming in, each with a different IP address, you'll need two accounts with a news server (or two news servers) and to force each account to use a different connection to the net.
The issue is that most news servers won't permit one account to function from 2 different IP addresses. I've run like this before, I had 2 DSL lines and used routing in windows to make each news server use a different interface. For this to work, you probably need to configure the router to direct connections out each interface to individual news servers. There are benefits to having more than one server so, I'd suggest 2 different news server accounts.
